laws of the State of California. The board or its duly authorized representatives shall have the right, at all reasonable times, to have access to and to examine, the books, papers, maps and records showing the affairs, transactions, property and financial condition of such persons, firms or corporations, and to require reports respecting said matters from such persons, firms or corporations at such times and in such form as the board may prescribe. The amounts of the license fees to be paid to the city by any such person, firm or corporation operating any such public service or utility, and the rates, tolls, and charges to be charged and collected for services furnished or supplied by such public service or utility shall be fixed by the board by order, subject to approval, change or modification by the Council by ordinance, at such times and by such method of procedure as the Council may by or dinance prescribe; (Amended, 1949.)
(g) To acquire, provide for, erect, maintain, and operate all such improvements, utilities, structures, watercraft, appliances, facilities and services as it may deem necessary or convenient for the promotion or accommodation of commerce, navigation or fishery, or for any use in connection therewith, or upon the lands and waters, or interests therein, in the possession and under the management, supervision and control of said board; and, for such purposes, to acquire and take, by purchase, lease condemnation or otherwise, in the name of the city, any and all real property or any interest therein, and to designate the site or sites for any and all public buildings, structures and facilities, that it may deem necessary or convenient therefor; (Amended, 1949.)
(h) The powers conferred in this section upon the Board of Harbor Commissioners relating to the making and enforcement of rules and regulations of general application, and to the fixing1 regulating and collecting of rates, tolls, and charges to be collected by the city, shall be exercised by order of the board adopted by a majority of its members. Every such order must be approved by the Council by ordinance before the same shall become effective; provided, however, that the board shall have power to suspend, modify or amend temporarily any such rule or regulation, or rate, toll or charge, or to place in effect any temporary rule
